Riverside Research is seeking a full-time Technical Portfolio Manager to support the National Air & Space Intelligence Center (NASIC) at Wright-Patterson AFB, OH. This position will provide expert-level program oversight and will include the development and implementation of program management and project plans, schedules, and budgets; providing assistance in tracking and reporting on program execution; developing and maintaining relationships with stakeholders; and facilitating training and mentoring for government personnel on program and project management.

• Assist with planning, programming, and budget execution activities; identify pertinent guidance, resource constraints, and monitor investment by mission area to meet strategic objectives
• Cultivate and maintain collaborative relationships with government and contract mission partners across the intelligence community (IC) and Department of Defense (DoD)
• Assist in securing and managing funding for programs and projects and ensure that programs and projects are properly funded and aligned with goals and objectives
• Monitor and evaluate the program on a continuous basis, making adjustments as necessary to ensure that it remains properly prioritized and aligned with requirements and objectives
• Assist in developing and implementing standard operating procedures (SOPs) and best practices for program and project management.
• Facilitate training and mentoring for government personnel on program and project management processes and procedures to ensure consistency and efficiency
• Other duties as assigned

Required Qualifications:

• Active TS clearance with SCI adjudication
• Bachelor’s in business administration, accounting, finance, engineering, computer science, physics, math, history, or related fields
• 15 years program/project management experience within the DoD/IC
• Demonstrated experience creating and presenting reports, briefings, and program related information to a variety of government and internal stakeholders
• Experience managing financials across a variety of projects and contracts
• Demonstrated initiative, sound judgment, and ability to work independently and as a team player
• Excellent communication, problem-solving, time-management, leadership, and organizational skills
• Open to occasional travel

Desired Qualifications:

• Familiarity with various NASIC contract vehicles such as MEGASTAR, NOVASTAR and COMET
• Familiarity with data visualization tools such as Tableau, Service Now, and MS Power BI
• Master’s degree in business administration, accounting, finance, engineering, computer science, physics, math, history or related field
• Project Management Professional (PMP) certification

This represents the typical compensation range for this position based on experience, location and other factors.
