Position Overview

Oversees the people who lead external technical projects from initiation to delivery. Manages and prioritizes the project stream, working with internal customers to determine project definition and business requirements. Provides budget analysis, resource allocation and coordination of project activities that may be across functional areas within the organization. Assigns and monitors work of technical personnel, ensuring that project steps are in alignment with business objectives, on-time and within budget. Monitors reliability and any internal issues that appear as a result of the project. Selects, develops, and evaluates personnel to ensure the efficient operation of the function. Direct people-management responsibility is typically required.

Responsibilities

  • Provide guidance and support to the 645 AESS Commander in support of acquisition of airborne and ground aircraft avionics systems for Foreign Military Sales cases
  • Perform technical analysis of ground and airborne avionics system specifications
  • Assist in flight test evaluations of airborne avionics systems performance capabilities
  • Design and engineer the avionics suite for the TASS aircraft
    • Gather CNS/ATM equipage mandate information to determine the direction and requirement for avionics component development
    • Design and expand the system architecture to incorporate these future requirements to ensure the TASS aircraft is not excluded from any global airspace
    • Manage each of the components of the TASS aircraft avionics suite is properly integrated, maintained, updated with vendor’s service bulletins, and replaced when obsolete
    • Manage the technical development and deployment of avionics and flight crew technical data
    • Manage the development and deployment of Electronic Technical Order applications used in the Electronic Flight Bag implemented on iOS tablets and web-based hosts
    • Compose, monitors and reviews TASS aircraft avionics contracts to execute the avionics and airframe design and maintainability to meet the objectives of the TASS program 
  • Evaluate and monitor contractor technical proposals, progress and report status
  • Assist quality assurance personnel in the integration, test and evaluations of contractor products
  • Review technical data for completeness and accuracy
  • Travel to operating locations as required to manage the installation of equipment, complete maintenance bulletins, update software and provide customer support
  • Travel, as required, to attend meetings, briefings, in support of the BIG SAFARI Program Manager
  • Support selected hardware and software development and lab integration
  • Assist engineering personnel with retrofit integration of sub-systems and capabilities associated with evolutionary acquisition principles to ensure mission systems suites are properly integrated, maintained, updated and replaced when obsolete
  • Interface with FMS end user community to identify issues with contractor logistics support, develop and deploy solutions with the contractor

Qualifications

  1. A current TOP SECRET/SCI Security Clearance
  2. At least 10 years of aircraft and avionics system experience on BIG SAFARI Program weapons systems and platforms
  3. At least 10 years of experience on aircraft avionics systems and sub-systems integration
  4. At least 10 years of experience with Quality Management to include analysis, integration and test of electronic systems
  5. Extensive knowledge associated with integration, test, evaluation and repair of electronic systems to the component level
  6. Knowledge of USAF and Federal Aviation Administration airworthiness procedures
  7. Knowledge of ITAR regulation as it relates to FMS
  8. Knowledge of Department of Defense acquisition
  9. Knowledge of FAR contract management
  10. Proficiency in the use of Microsoft Office products and Web based technologies
  11. Flight test experience on ISR Platforms and systems.
  12. A proven record in problem solving, decision making, financial management, logistics management, program and production management abilities

Global Comp

$113,400-$160,000 This represents the typical compensation range for this position based on experience, location and other factors.
